Carlton Police Department School Resource Officer Training event

On March 10th -14th, 2025, the Carlton Police Department hosted a Basic SRO Course (School Resource Officer) at the Carlton Civic Center. 17 officers / deputies from local and federal law enforcement agencies across the state as well as 2 employees of local school districts attended the class which was presented by NASRO and hosted by the Carlton Police Department. All attendees completed 40 hours of in classroom training which included various topics of current law enforcement trends as it pertains to the police officers role in our local schools.  Carlton Officers Micah Steeves, Timoth Jordan and Carlton Sergeant Jake Blair attended the course which will only enhance the skills of our officers to make a difference in the lives of our students within the Yamhill-Carlton school district. Also, hosting the class in Carlton enabled Carlton officers to not only receive world class training but also be available to respond to emergencies withing the city without delay. Another way Carlton PD is ensuring that the children in our community will always know Carlton as a “Great Little Town”.

Detective Training

On March 31st – April 4th, 2025, Carlton Sergeant Jake Blair and Carlton Officer Timothy Jordan attended a 40 hour long Basic Detective Academy conducted by the Oregon Homicide Investigator’s Association and hosted at the Evergreen Aviation Museum in McMinnville Oregon. Sergeant Blair and Officer Jordan were only 2 of the over 75 attendees that participated in the training which covered various topics related to more complex types of criminal investigations. Carlton Police Department always strives to conduct training within or in very close proximity to our city ensuring that we are able to respond at any time if an emergency occurs within Carlton.

Passed with Flying Colors!

On March 6, 2025, the Carlton Police Department and the Carlton Municipal Court underwent their triennial Criminal Justice Information System (CJIS) Audit, conducted by the Oregon State Police - CJIS Division. The audit determined that both agencies successfully passed, with all areas found to be in full compliance with state and federal laws and regulations.

During the audit process, both the Police Department and Municipal Court provided extensive documentation, including written policies, procedures, and interagency agreements. The auditor was highly impressed with the quality of these documents and requested permission to use some as examples for other agencies working to bring their systems into compliance.

Police Activity

On February 5, 2025, Carlton Police Officers arrested 36-year-old Brock Keinonen for two outstanding warrants during a traffic stop in downtown Carlton. Keinonen was lodged at the Yamhill County Correctional Facility on both of his warrants without incident.                                                                                                                                              


The Carlton Police Department received a report that on February 8, 2025, a juvenile had unlawfully trespassed on private property, made hateful and derogatory statements about the homeowner, caused minor damage to the homeowner’s property, and committed a bias crime. 

On February 16, 2025, the same juvenile returned to the property and trespassed again, making more hateful and derogatory statements towards the homeowner. These actions resulted in repeated, unwanted contact that could reasonably cause alarm and apprehension regarding personal safety.

The Carlton Police Department identified and contacted the juvenile and their parents regarding the juvenile’s actions. The juvenile was subsequently trespassed from the victim’s property and referred to the Yamhill County Juvenile Department on the following charges:

  • Bias Crime 2 (ORS 166.155) – A Misdemeanor
  • Criminal Mischief 2 (ORS 164.354) – A Misdemeanor
  • Two counts of Criminal Trespass 2 (ORS 164.245) – C Misdemeanor
  • Stalking (ORS 163.732) – A Misdemeanor

On March 5, 2025, Carlton Police Officers arrested 18 year old Dylan Washburn for driving under the influence of intoxicants and was booked into the Yamhill County Correctional Facility without incident.                                                                                                                                                       


On April 5, 2025, at about 1:00 a.m., Carlton Police Department began an investigation regarding a criminal mischief and attempted aggravated theft from the First Federal Bank ATM machine in the City of Carlton.  The investigation revealed that two subjects had gained access into the ATM machine.  No money was stolen but the ATM machine had sustained substantial damage.

A cooperative effort between the Carlton Police Department, Yamhill County Sheriff’s Office, and the Tigard Police Department, led to the arrest of the two individuals near Hwy. 99 and Johnson St. in Tigard, Oregon, within approximately 30 minutes of the ATM Machine being accessed by the suspects.  

The suspects were subsequently transported to the Carlton Police Department by Yamhill County Sheriff Deputies.  Carlton Police Officers interviewed the two subjects who admitted to breaking into the ATM machine.  Both subjects were later transported to the Yamhill County Jail to be lodged.

The two individuals arrested were:

  • 30-year-old Kevin Deschamp Lopez-Ortega from Seattle Washington
  • 31-year-old Javier Alexi Rosales Lopez from Seattle Washington

Both subjects are facing the following charges:

  1. Criminal Mischief 1 (C Felony)
  2. Attempted Aggravated Theft 1 (C Felony)

This case is still under investigation and anyone with information is asked to contact Sgt. On Sunday, April 6, 2025, at approximately 4:30 PM, Carlton Police Officers were dispatched to a domestic disturbance call 500 block of Declaration Drive in Carlton.  The investigation revealed that it was only a verbal altercation but that one of the parties, 35-year-old, Carlton resident, Jeremiah Sullivan Jr. had an outstanding Oregon Board of Parole Felony warrant for absconding parole..  Sullivan was observed leaving the scene upon Officers arrival at which time he was contacted and taken into custody without incident.  

Sullivan was lodged at the Yamhill County Correctional Facility on the outstanding Oregon Board of Parole Felony Warrant for Absconding.
