
The Office of the City Recorder is dedicated to providing friendly, professional and efficient service. The City Recorder is responsible for serving the community and City in a variety of ways including:
- Overseeing the preparation of materials for the City Council meeting;
- Clerk of the City Council;
- Protecting and preserving official City records;
- Maintaining the City Code and codification of ordinances;
- Assisting with public records requests;
- Maintaining the City Seal; and
- Chief Election Officer.

Carlton meeting bodies, including the City Council and all boards and committees, are subject to Oregon’s Public Meetings Law (PML). Violations of the PML should be reported through the grievance process outlined by state law and the Oregon Government Ethics Commission (OGEC). To report a violation of the PML by a Carlton meeting body, submit a written grievance statement to the City Recorder by email to ocr [at] milwaukieoregon.gov (aamerson[at]ci[dot]carlton[dot]or[dot]us )or in-person at the Civic Center (191 East Main Street, Carlton). Once received the city will initiate the process as outlined by the OGEC (see link above).
