The Summer heat is here, and service modifications are needed for safety. Please be aware of the following heat related changes, updates and notices:
Recology - Due to anticipated high temperatures early next week, and to ensure driver health and safety, Recology is planning on starting our collection routes at 5am on Monday July 14th, Tuesday July 15th, and Wednesday July 16th.
We will ask residents to set their carts out by 5am on their scheduled service day or set them out the night before. All residential lines of service including garbage, recycling, yard debris, and glass will have early starts. Any residents whose carts are missed due to the early start time will be able to set out twice the volume on their next service day at no additional charge.
Yamhill County - Yamhill County usually offers cooling shelters throughout the county during extreme heat waves. You can visit their Emergency Management webpage for full details on locations as well as tips to combat the heat. Carlton city staff are watching the heat wave conditions and if needed, will accommodate a cooling center at the Civic Center. Stay tuned for more details.

Want the convenience of having your mail delivered to your house? Tired of those frequent trips to the Post Office just to collect your mail? We get it.
Luckily, there’s a simple solution—have your mail delivered directly to your residence! But before you rush out to install a mailbox, there’s just one small detail: it needs to be placed in the city-owned right of way, not on your private property. This is for delivery purposes.
Because this area is public, city staff must review each application and placement map. Why? To ensure your mailbox doesn’t block pedestrians, interfere with vehicles, hinder emergency access, or sit atop underground utilities. Our goal is public safety and interruption free utility services.
There’s a one-time $30 fee for this review, which covers the staff’s time and expertise. That’s right—one time. No annual renewals, no creeping costs. Just submit your application, get approval, install your mailbox, and enjoy the luxury of home delivery like everyone else.

Let’s Talk About the Future of the Rail Corridor
The City of Carlton invites you to a community town hall on July 23rd at 6pm at the Civic Center to explore a potential opportunity to enhance safety, connectivity, and mobility for our residents.
We’re beginning a conversation with Yamhill County to explore the possibility of improving the rail corridor area within City limits. The goal? To look at options that could lead to better road crossings and safer access for fire and public safety.
This town hall is a chance to learn more, ask questions, and share your perspective as we plan for a safer and more connected Carlton.

Due to ongoing shortages in surface and groundwater supplies, water conservation is more important than ever. While Carlton has made significant upgrades to its water production facilities, distribution systems, and source water, summer conditions still present major challenges.
Here’s how you can help:
- Limit water use both indoors and outdoors, especially during hot weather.
- Follow the Odd/Even Watering Schedule:
- If your address is an odd number, water only on odd-numbered dates.
- If your address is an even number, water only on even-numbered dates.
- Irrigate wisely: Water lawns only as needed—ideally just 10–15 minutes per day.
- Mulch your garden to retain moisture around plant roots.
- Reuse water when possible. For example, don’t refill wading pools daily.
- Use commercial car washes instead of washing vehicles at home.
When temperatures rise, Carlton’s water usage nearly doubles—mostly due to overwatering. Practicing odd/even watering helps balance demand and reduce strain on the system.
If water use continues to rise, stricter restrictions/curtailments may be necessary.

The State of Oregon requires that all installed backflow devices be tested annually to insure they are in working order. Every property owner connected to city water is responsible for hiring a certified backflow tester and submitting their test results to the City of Carlton no later than October 31st every year.

If you're experiencing a sewer backup or slow drains at your home or business in Carlton, call Public Works before you call a plumber at 📞 503-852-7575 during business hours.
After hours, please call YCOM or Yamhill County Communications at 503-434-6500 and a Public Works employee will be paged to come assist.
Many times, we can quickly determine whether it’s a city issue or a private plumbing issue—which could save you the cost of an unnecessary plumber visit.
