Carlton is updating its 20-year Transportation System Plan (TSP), which guides future transportation investments. With limited transportation dollars and the added cost of maintaining every new project, the City must carefully set priorities. Sidewalks are the responsibility of adjacent property owners under City Code, but the TSP helps guide policies and partnerships to support safe, connected routes for all.

🚨 Carlton Juvenile Curfew Reminder 🚨
To help keep our youth safe and our community peaceful, Carlton enforces a juvenile curfew ordinance.
🕒 Curfew Hours:
🔹 Sunday–Thursday: 10 PM to 5 AM
🔹 Friday & Saturday: 11 PM to 5 AM
Minors under 18 must not be in public places during these hours.
👨👩👧 Exceptions Include:
✅ With a parent, guardian, or authorized adult (18+)
✅ Traveling to/from work, school, night classes, or organized group activities
✅ In emergencies
✅ Emancipated under ORS 109.550–109.565
🚔 Violations may result in:

⚠️ Citation
⚠️ Juvenile court referral

The Summer heat is still lingering, and potential service modifications may be needed for safety. Please be aware of the following heat related changes, updates and notices:
- Recology - to ensure driver health and safety, Recology will ask residents to set their carts out by 5am on their scheduled service day or set them out the night before. All residential lines of service including garbage, recycling, yard debris, and glass will have early starts. Any residents whose carts are missed due to the early start time will be able to set out twice the volume on their next service day at no additional charge.
- Yamhill County - Yamhill County usually offers cooling shelters throughout the county during extreme heat waves. You can visit their Emergency Management webpage for full details on locations as well as tips to combat the heat. Carlton city staff are watching the heat wave conditions and if needed, will accommodate a cooling center at the Civic Center. Stay tuned for more details.
- City of Carlton - We ask that that residents continue to practice water conservation even during a heat wave to avoid any water curtailment measures. Need conservation ideas and tips? Find some here: 100+ Ways to Conserve Water - Water Use It Wisely

Starting Tuesday, September 2nd at 8am, crews will be onsite and beginning the East Main Street Sidewalk repair project. The project is expected to last about a month. We ask to keep the crews safe as well as the new sidewalks intact, we ask that you please refrain from parking along the street during the project and abiding by all posted sidewalk closures. Thank you for your cooperation.

The State of Oregon requires that all installed backflow devices be tested annually to insure they are in working order. Every property owner connected to city water is responsible for hiring a certified backflow tester and submitting their test results to the City of Carlton no later than October 31st every year.

After hours, please call YCOM or Yamhill County Communications at 503-434-6500 and a Public Works employee will be paged to come assist.
Many times, we can quickly determine whether it’s a city issue or a private plumbing issue—which could save you the cost of an unnecessary plumber visit.
