Administration

The City of Carlton operates under the Council/Manager form of government.  The City Manager is the City’s chief executive officer, responsible for overall management and administration of City government activities, including the enforcement of ordinances, resolutions, policies, rules, and regulations adopted by the City Council. The City operates its own police department, municipal court, water and wastewater utilities, street maintenance operations, planning department, finance, parks and the municipal swimming pool.

Shannon has 12 years of local and state government management experience, including City Manager of Yachats, Statewide Manager for the State of New Mexico Supreme court, and a Division Manager for the City of Albuquerque Legal Department.  She holds a Juris Doctorate from the Northwestern School of Law and a Bachelor of Science degree from Michigan State University.

Christy joined the City of Carlton team in 2012 as a volunteer Accreditation Manager then hired on full time in 2014 as the Finance Director before advancing to Assistant City Manager.  Christy brings 40 years of accounting and administrative experience to the City.  Prior to becoming the Assistant City Manager for the City, she was the Principal Executive Manager with the State of Oregon Financial Services Division, and she had also owned and operated a tax and accounting firm.  Christy is responsible for the financial and accounting functions of the City, preparing the annual budget, collection, and disbursement of funds, human resources,  annual independent audit facilitator, and risk management.
