W. Main St. is the only direct entry into the community form the west and is used heavily by trucks from farmers, loggers and other commercial activities.  The existing pavement is from 24 to 30 feet wide and is in poor condition including spalling, rutting and alligatoring.  The proposed project will include a grind and inlay of the pavement to an average width of 28 feet.  There would be base repair in specific locations.  This would provide a better driving surface, repair some of the base failure causing rutting, and generally increase the effective capacity of the street.  The sidewalk in poor condition would be removed and replaced, which will make the sidewalk usable again.  One ADA ramp will be installed.  Drainage issues will be addressed as the system is affected by the improvements.  This should make the street more operable by removing ponding. 

The project will be stopped prior to Highway 47.

2021

  • July 30: City applies for $100,000 Small City Allotment (SCA) Grant.
  • December 15: City awarded SCA Grant.

2022

  • December 23: Federal omnibus bill passed; City awarded $1.5 million for West Main Street Improvement Project.

2023

  • March 26: No update on federal funding; City engages with ODOT to locate funding.
  • May 8: Mayor contacts ODOT regarding funding.
  • May 11: City advised by Business Oregon to coordinate with Mark Bernard, ODOT Region 2 Principal Planner.
  • May 18: ODOT confirms inclusion of the project in the Statewide Transportation Improvement Program (STIP).
  • June 7-12: Coordination with ODOT regarding funding clarification and project scope.
  • July-December: City explores project delivery options with certified agencies; confirms ODOT must deliver the project.
  • November 16 - December 6: Negotiations to transition SCA grant to State Delivered Federally Funded Project; discussions continue regarding grant expiration.

2024

  • January-August: Negotiations with ODOT continue to transition SCA to State Delivered Project.
  • May 13: ODOT conducts an in-person site visit for project scoping.
  • October 9: ODOT provides budget scope totaling $3 million. Double the $1.5 million federal award.
  • November-December: Discussions with ODOT regarding project management, scope reduction, and impending grant expiration.
  • December 14: SCA grant expiration date without extension approval.

2025

  • January 6: Joint onsite meeting between City, State, Federal representatives, and ODOT.
  • January 30: City receives revised Intergovernmental Agreement (IGA) from ODOT.
  • February 12: City representatives meet with state officials; revisions submitted to IGA addressing ADA standards, project scope, funding roles, and technical corrections.
  • February 14-18: City clarifies project intent and subsurface repairs to ODOT.
  • February 18 - March 4: City collaborates with ODOT to finalize agreement language.
  • March 4: City Council officially approves IGA for West Main Project and SCA Amendment 2 preserving SCA funds as part of the City's match requirement. ODOT signs agreements.
  • March 10: Contracts executed
  • March 13: Next Steps
    • ODOT will work on obligating the funding. This will take 4-6 weeks. ODOT will expedite their process. It does need review by the Federal Highway Administration.
    • ODOT to decide on internal or contracted design and engineering.
    • ODOT and City Engineer will coordinate activities around the W. Main sanitary replacement project and have the ODOT paving project completed as close as possible to the sanitary project.
