Description

The City of Carlton’s wastewater collection system is one of the most essential services we provide to our community. It plays a critical role in supporting the city’s health and environment.

To address aging infrastructure, the city sought federal funding to replace deteriorating sewer lines. Thanks to the support of our U.S. Senators and Representatives, Carlton was awarded $2.2 million in Congressionally Directed Spending on December 23, 2022, for the FY23 federal fiscal year.

Many of the sewer lines scheduled for replacement were originally installed in the 1920s and are constructed of vitrified clay and concrete pipe with mortar joints. After nearly a century of use, these aging pipes allow significant rainwater infiltration, especially during storms. This inflow frequently overwhelms the City's pump station and treatment plant—pushing daily flows up to 2.5 million gallons during heavy rain events. For comparison, Carlton’s wastewater treatment plant is designed to handle just 450,000 gallons per day.  To address the treatment plant hydraulic and biological capacity issues, the City is currently upgrading the treatment plant with the help of a $5.8 million state grant. That work is underway and scheduled for completion in January 2026.

The $2.2 million federal grant is administered by the Environmental Protection Agency (EPA). The City has completed the required pre-construction steps and obligated the funding. Construction is anticipated to take place from August 2025 through May 2026. The City is responsible for performance, MBE/WBE, financial, and post-award procurement compliance reports and documentation throughout the project. The EPA reviews and approves all documentation and grant draw requests as construction progresses.

This project will replace critical sanitary sewer lines under Grant and Main Streets and adjacent areas. It also includes paving restoration where work is completed.

An invitation to bid was advertised on June 2, 2025, on both the City’s website and in the Daily Journal of Commerce. A pre-bid meeting was held June 11, and bids were opened on July 2 at 2:00 PM. Eight bids were received.

To ensure efficient coordination with the Oregon Department of Transportation’s (ODOT) West Main Street paving project—currently scheduled for summer 2026—the City is recommending award of this contract in July. This timing allows us to take full advantage of the 2025 construction season while minimizing disruptions and maximizing cost-efficiency. The project includes five schedules:

Schedule 1 – West Main Street. Includes wastewater work, road base repair and paving in the north travel lane of W. Main St.

Schedule 2A – Main Street Highway wastewater work.

Schedule 2B – Pine Street wastewater work.

Schedule 3 – Grant Street (Base Bid) wastewater work

Schedule 4 – Street Improvements. Includes sidewalks on the North side of W. Main St, sidewalks on the West side of Cunningham St, and paving on W. Grant St.

 

Overnight closures: the sewer replacement work on Grant Street is limited to the hours of 8am to 5pm. During these hours, through traffic is stopped for the one-block length of street under construction. The contractor has requested permission at some locations to maintain a road closure overnight. These overnight road closures stop traffic for a single short section of the block, located between driveways to ensure that all residents still have access to their homes. 

These overnight closures let the contractor to leave some equipment in place overnight. By reducing setup time at the beginning and end of each day, the contractor has more productive hours between 8am and 5pm. The City has approved this approach because more productive hours means the project will be done more quickly and reduce overall impacts to residents. Specific overnight closure locations are being reviewed on a case-by-case basis, and if issues are noted at specific locations, changes will be made.

When there is a closure on your street, you will receive a “door hanger” with contact information for the contractor, and you can always let them know if an overnight closure is impacting access to your home or business. The contractor will maintain pedestrian access overnight whenever possible. Please be careful when you’re near a construction area, even outside of construction hours, and do not cross into areas marked by yellow caution tape.

Status Updates

Water: Work has returned to day shift, with work from Monday through Thursday from 8am to 5pm. The contractor will test the new water main on W Grant Street, between Carr and Yamhill Streets. Once testing is completed and the new piping is disinfected, connections will be made to water meters. Water meters are being changed out for new models. Two existing hydrants will also be replaced. Road closures for remaining water work are expected to be limited to single-block closures at most, but will typically be limited to only one lane.

Sewer: Final work on the downtown area of Main Street has been delayed due to subcontractor scheduling issues, meaning that the remaining work is expected to occur in late March or early April. This remaining work is the installation of three new access points to sewer service pipes (called clean outs) in the sidewalk, and lining of the main sewer pipe. This work will occur at night and will require a detour during working hours for southbound traffic on Hwy 47, with vehicles detoured onto W Madison Street, rejoining Hwy 47 at the intersection of Main St and Pine Street. Flaggers will be in place to control traffic. Northbound traffic on Hwy 47 will not be detoured.

Sidewalks and paving: Work will occur from Monday through Thursday, from 8am to 5pm. The contractor will install new, wider sidewalks on the north side of W Main Street between Cunningham and Yamhill Streets. Paving preparation will also begin for the north side of W Main St and for Grant St. Paving is weather-dependent and is currently expected to be occur in late March or early April.

Work occurred during both day and night shifts on the weeks of 2/9 and 2/16. The contractor installed replacement sewer pipe on W Main Street, between Cunningham and Yamhill Streets, and finalized sewer service connections on W Main and W Grant Streets. The contractor reconnected existing sanitary sewer services (connections to houses) to the new pipe. The contractor installed new water main and water service connections on W Grant Street, between Carr and Yamhill Streets. The contractor constructed new sidewalk on S Cunningham Street, between Main and Grant Streets.

Work occurred from Monday through Thursday from 8am to 5pm. The contractor installed replacement sewer pipe on W Main Street, between Cunningham and Yamhill Streets. The contractor also reconnected existing sanitary sewer services (connections to houses) to the new pipe.

The north lane of W Main St will be used by the contractor's crew and equipment, while the south lane of the street will be open. Flaggers will be in place to control traffic in the work area. Pedestrian access on the south side of the road will not be impacted by the work.

Work will occur from Monday through mid-day Wednesday. The contractor will continue install replacement sewer pipe on Grant Street, between Yamhill and Pine Streets. The majority of work is expected to be the installation of a new sewer manhole at the intersection of Grant and Park Streets. Individual blocks under construction will be closed to through traffic during working hours. Pedestrian access will be maintained whenever possible. 

Work occurred from Monday through Thursday. The contractor installed replacement sewer pipe on Grant Street, between Yamhill and Park Streets. On the night of 12/18, closed circuit video footage was collected for sewer pipe on Main Street, which required a temporary detour of southbound traffic on Highway 47.

The contractor installed replacement sewer services (connections to houses) on Grant Street, between Carr Street and Yamhill Street, connecting these houses to the new pipe previously installed in Grant Street. Previously installed connections between new pipe and existing manholes were finalized by grouting the connections within the manholes. Installation of replacement sewer pipe on Grant Street east of Yamhill Street was started.

The contractor will install replacement sewer services (connections to houses) on Grant Street, between Scott Street and Yamhill Street, connecting these houses to the new replacement sewer pipe previously installed in Grant Street. Individual blocks under construction will be closed to through traffic during working hours. Pedestrian access will be maintained whenever possible. Overnight road closures will not be employed due to the type of work being performed. The contractor has made an agreement with a local landowner to receive some excavated soil from the project, and during active excavation soil will be transported from the construction site to the agreed field. This soil will be tilled into the field by the landowner.

The contractor installed replacement sewer services (connections to houses) on Grant Street, between Carr Street and Scott Street, connecting these houses to the new pipe previously installed in Grant Street. At two houses, it was necessary to extend the construction onto private property, with the permission of the homeowners, in order to correct issues with the existing services.  

The contractor installed replacement sewer pipe on Grant Street, between Howe Street and Yamhill Street. After replacing the sewer main, existing sanitary sewer services (connections to houses) were reconnected to the new pipe. The intersection of Grant and Yamhill Streets has multiple other utilities crossing the sewer main, which slowed progress as the contractor located and protected these utilities while constructing the new pipe under them.

After replacing the sewer main, existing sanitary sewer services (connections to houses) were reconnected to the new pipe. On Friday 10/31, the contractor added crushed rock to previously excavated areas, in anticipation of increased vehicle and pedestrian traffic on Halloween night. 

The contractor installed replacement sewer pipe on Grant Street, between Carr Street and Howe Street. The existing sewer in this area is shallower than pipe replaced in previous weeks, and the contractor has been able to install more pipe per day as a result. After replacing the sewer main, existing sanitary sewer services (connections to houses) were reconnected to the new pipe. The contractor has made an agreement with a local landowner to receive some excavated soil from the project. This soil will be tilled into the field by the landowner.

The contractor replaced sanitary sewer services (connections to houses) on Grant Street, between Cunningham Street and Carr Street. The new sewer pipe had been replaced the prior week, so this work returned to the same locations to replace service piping and connect it into the new pipe.

The contractor installed replacement sewer pipe on Grant Street, between Cunningham Street and Carr Street. Pipe installation was slowed by rain and soil conditions to allow greater progress during working hours (8am - 5 pm) a limited road closure was permitted to be left in place on Thursday night and may also be permitted over the weekend. Leaving the road closed allows equipment to be left in place at the trench, reducing daily shutdown and setup time. 

Work officially begins. For the safety of residents, please stay out of the construction area during construction hours.
