Help Keep the Public Right of Way Clear
The City of Carlton has ordinances that cover obstructions in the public right-of-way. Some items that are commonly found in these areas include portable basketball hoops, toys, yard debris, garbage and stored vehicles. The city aims to balance neighborhood enjoyment with public safety and accessibility.
Please review the following guidance:
• The city makes limited exceptions for basketball hoops, but enforcement may occur at any time if public safety concerns arise.
• Basketball hoops should be removed when they are not actively being used.
• Hoops must be stored fully on private property when not in use.
• If a hoop is temporarily placed in the right-of-way for play, common sense should be used — busy streets and higher traffic areas increase the risk of accidents and enforcement action.
City code prohibits obstructions that interfere with pedestrian or vehicle travel, including:
• 9.02.049 – Sidewalks, obstructed: It is unlawful to gather or stand in a way that blocks public passage.
• 9.02.050 – Streets and sidewalks, obstructed: It is unlawful to place items that prevent or interrupt travel.
• 10.04.130 – Obstructing streets: Items that impede traffic or obstruct visibility may not be placed in the right-of-way without written permission.
Additionally, property owners are responsible for maintaining sidewalks and planting strips adjacent to their property under 12.04.040, including keeping these areas clear and safe for public use.
