Decision Maker:  The Carlton City Council is the final decision-maker.

 

The City of Carlton is planning for current and future generations.  The current Comprehensive Plan was adopted in 2000 and does not adequately prepare the City for the expected growth over the next 20 years.  The Comprehensive Plan will be developed through a robust and inclusive public participation process. For updates on the process, please visit the Envision Carlton page.

The City’s Development Code no longer reflects the needs and desires of the City’s growing community and will be updated following completion of the Comprehensive Plan update process.  Updating the Development Code will be an important implementation step to translate the Comprehensive Plan vision into reality.

2021

February 27, 2021:

Established as a high priority project during the 2021 City Council goal setting

July 6, 2021:

City Council authorized the development of a Request for Proposal (RFP) to seek a professional land use planning firm to lead an update of the City’s Comprehensive Plan and development code with a focus on public involvement and participation.

August 3, 2021:

City Council authorized the finalization of the RFP with input received from Council and advertise the RFP.  The finalized RFP was issued on August 23, 2021 and is advertised as follows:

September 7, 2021:

City Council appointed City Planner Kiel Jenkins, City Planning/Administrative Manager Aimee Amerson, and the Planning Commission Chair or Vice Chair to the evaluation committee to recommend the top three proposals to Council for Council interviews.

The RFP closed on September 29, 2021 at 2PM.  Two (2) proposals were received.  The Evaluation committee met on September 30, 2021 at 9:30 AM.

City Council was scheduled to interview the two proposers on October 5, 2021 at 6 PM.  This meeting was canceled when one of the consulting firms withdrew their proposal on October 4th, 2021.

October 12, 2021:

City Council accepted the 3J Comprehensive Plan/Development code update proposal and authorized the City Attorney to develop a contract with 3J Consulting.

November 2, 2021:

            City Council approves contract with 3J Consulting.

December 2021 - Phase 1 begins through June 2022.

December 9, 2021: - Project kickoff meeting with Staff, City Planner, and City Engineer.  

The meeting reviewed establishing a public involvement plan and committee composition.  Establishment of a project page on the website, community surveys, and Council updates were also discussed.  Bi-weekly calls with the City will occur to ensure the project is progressing.

Funding:

The City received a $33,000 grant from the Department of Land Conservation & Development (DLCD) for items in the update process that relate specifically to housing (HB 2001 & HB 2003).
