Description

The City of Carlton's wastewater treatment plant and collection system is among the most important services that we provide to our community and is a critical element for the City to prosper and thrive.

The existing wastewater plant has both hydraulic and biological capacity issues, and as a result, there have been over 70 permit violations at the treatment plant between 2011 and 2018 as identified in the wastewater facility plan. The City's 2019 wastewater plan identified the treatment plant upgrade as a high priority. The treatment plant project involves multiple components and is considered one project which cannot be parsed into smaller projects, as the improvement components all work together.

A list of improvements is included below:

  1. A new splitter box to receive flow from the influent pump station increasing the hydraulic capacity to meet the pump flow,
  2. Increase the lagoon capacity by raising the dikes one foot,
  3. Improve the biological treatment capacity by adding new aerators to the treatment lagoons.
  4. Increase the hydraulic capacity by upsizing the piping system between the lagoons,
  5. Provide a large effluent pipe to the river for capacity.
  6. Provide a new irrigation pump station with redundant pumping,
  7. Provide a new two-port diffuser discharge to the river,
  8. Provide a summer irrigation header and mobile irrigation sprinkler system,
  9. Extend the chlorine contact pipe to provide sufficient contact time,
  10. Replace the chemical feed systems,
  11. Provide a small maintenance building,
  12. Improvements to the access road,
  13. Electrical service upgrades for the new equipment.

Remainder:                 Engineering, construction management, permitting, contingency, potential reuse program.
