Water Treatment Plant PLC Upgrade: In October 2021, The City of Carlton is requesting Statement of Qualifications (SOQ) from qualified firms to provide integrator or record service for the City of Carlton, Oregon. The City’s goal is to utilize the support and resources of a single firm to provide these services to facilitate consistency, rapid response to needs, and a standard approach to developing and maintaining the City’s controls and SCADA systems moving forward. The Integrator of Record is to be appointed by the Mayor and City Council and works under the direction of the City Manager.

The City will consider an Integrator of Record contract of approximately three (3) years with an option to renew the contract for an additional two (2) year term upon mutual consent of both parties. The initial contract period is anticipated to start November 1, 2021 and end December 31, 2024.

Water Transmission Line:  This project will replace 32,435 feet (6.14 miles) of water transmission pipeline.  Trenchline Excavation is doing the project.  The City received a grant for $7,150,000 for this project which was to cover all aspects of the work including engineering, permitting, construction and change orders.  The City is also entering an agreement with Yamhill County to share a portion of the paving cost for the project and some service line work and reservoir sealing will also be completed.  

Clearwell and Water Treatment Plant Improvements:  This project will recoat the interior and exterior of the 0.3 MG steel tank clearwell, painting the pipes and tanks inside the water treatment plant building, and demolishing the package in-plant water booster pump station and replacing it with a new package booster pump station.

Status Updates

Transmission Completed Items:

  • Mainline pipe installation
  • Reservoir lining 
  • Paving on Panther Creek Road
  • Paving on Meadowlake is partially done. Completion is weather-dependent and may need to wait until Spring. 
  • Mainline work at the bypass 
  • Mainline work near the Water Treatment Plant is near completion

Next Steps:

  • Start the Homestead service line work
  • Determine vehicle pull-off locations along the roadway for staff to service equipment
  • Schedule a walk-through to identify final project items in need of completion (punch list)
  • Design the pipe between the two treated water reservoirs for future work

The City sought statements of qualification (SOQ) to provide Integrator of Record services to support our SCADA monitoring and control systems.  The SOQ’s were due on October 26, 2021 at 10AM.  The City received two SOQ’s:

November 2, 2021

The City Council accepted THe Automation Group (TAG) as the integrator of record.
