Finance and Budget
Each year, around January, the City begins the process of developing an operating budget for the following fiscal year. Upon the Budget Committee's approval of a proposed budget, the process continues to the City Council for an adopted budget prior to June 30th each year. Departments within the City are involved in creating and planning their own budget areas which are critiqued by the City Manager and the Finance Director for feasibility and revenue resources.

Independent Auditor's Report
The City is audited every year by an independent auditor. The audit is conducted for the purpose of forming an opinion on the basic financial statements taken as a whole. The City of Carlton prepares financial statements of the governmental activities, the business-type activities, and each major fund of the City. The auditor prepares individual fund financial statements and schedules and they are presented within the report for purposes of additional analysis.
