Steven Weaver 

The City of Carlton is a charter city with a council-manager form of government that has six elected members on the city council with an elected Mayor.  The Mayor does vote with the city council.  Functioning much like a business organization's chief executive, the appointed professional manager administers the daily operations of the community. Through a professional staff, the manager ensures the provision of services and enforces the policies adopted by the elected council. The manager is selected by the council on the basis of education, training, and experience. Qualifications and performance, not political savvy, are the characteristics that make an appointed manager attractive to a council.

Appointed local government managers have no guaranteed term of office or tenure. They can be dismissed by the council at any time, for any reason. As a result, they constantly must respond to citizens and be dedicated to the highest ideals of honesty, integrity, and excellence in the management and delivery of public services. In short, appointed managers are charged with providing government "for the people".

Steven Weaver was appointed city manager by the Carlton City Council in October 2004.  He is responsible to the Mayor and City Council for the day-to-day management and operation of all city departments, including: Police, Parks, Pool, Code Enforcement, Planning and Building, Public Works, Finance and Human Resources. 

Before moving to Carlton, Steven was the Assistant to the City Manager for the City of Coalinga, California for five (5) years.  Prior to that, Steven worked as a Legislative Assistant for Lockheed Martin, defense contractor for the Idaho National Engineering and Environmental Laboratory.    

Steven has a Masters Degree in Public Administration from Boise State University and a Bachelor of Science from Brigham Young University.  His hobbies include as singing, fishing, painting and working in the yard.  Steven is married to Marielle and they have four children Adam, Benjamin, Andrew, and Jared. 

Steven Weaver is Carlton’s third City Manager since adopting a manager form of government.  Previously it was run by a city administrator and/or city recorder.
